CII Delhi EV Summit 2025: Delhi’s Transition to an EV Hub

“Net zero by 2070 may look like a distant goal, but it is achievable only if we move decisively towards non-fossil fuel mobility. Electric vehicles, sustainable manufacturing, and responsible battery recycling will be the cornerstones of this transition.”  said Shri Harsh Malhotra, Hon’ble Minister of State, Ministry of Road Transport & Highways, Government of India, at 3rd edition of CII Delhi EV Summit under the theme “Building Robust, Resilient and Responsible EV Industry”. He mentioned that Production Linked Incentive (PLI) schemes and charging infrastructure expansion will be critical drivers of advancing EV transformation. He applauded Delhi’s leadership in EV, and electric public transport fleet and called for government-industry collaboration, adoption of global best practices in R&D to ensure India’s EV sector meets domestic needs and competes globally.

“EV adoption cannot be achieved without affordable financing. Collaboration between industry, trade associations, and policymakers will ensure that EVs reach the last mile and benefit small businesses and citizens alike.” said Shri Praveen Khandelwal, Hon’ble Member of Parliament. He underlined financing as acritical enabler for making EVs accessible and urged industry to work with trade associations to expand EV penetration across markets. A report on Driving Commercial EV Adoption through Financing” was released by Shri Praveen Khandelwal, Hon’ble Member of Parliament offering key actionable insights to accelerate India’s transition to clean mobility.

“Delhi is on track to become one of the most EV-ready and liveable cities of the world. The upcoming Delhi EV Policy 2.0 could well be the fastest and most comprehensive in India, positioning the capital as both an adoption and manufacturing hub.” said Shri Sudhendu Jyoti Sinha, Advisor, Infrastructure Connectivity & Electric Mobility vertical, NITI Aayog, Government of India. He emphasised that the upcoming Delhi EV Policy 2.0 is set to become one of the most progressive and fast-acting EV policies in the country, further strengthening Delhi’s position as a frontrunner in clean mobility.

Mr. Rikant Pitti, Chairman, CII Delhi State and Co-Founder & CEO, EaseMyTrip.com, applauded the Delhi Government’s EV Policy and its vision to achieve 95% EV share in new registrations by 2027. He highlighted that Delhi has created over 20,000 green jobs through EV charging infrastructure. He stressed the need to bridge financing gaps, strengthen recycling systems, and expand charging networks, reaffirming CII’s commitment as a knowledge partner in Delhi’s journey to become the EV Capital of India.

Mr. Sameer Aggarwal, Chairman, CII Delhi Panel on Liveability and Founder & CEO, Revfin, highlighted India’s EV market is on track to cross USD 100 billion in the next 4–5 years, and Delhi is already leading this transition with nearly 18% of new vehicle registrations being electric. To sustain and accelerate this growth, we need robust charging corridors across Delhi-NCR, resilient and future-ready manufacturing practices, responsible battery recycling, and equitable access to affordable EVs. He also mentioned the depth of insights and actionable recommendations provided in the report empower every stakeholder—manufacturers, financiers, and policymakers—to drive practical solutions for EV adoption and help India move closer to its net-zero goals. By coming together and sharing expertise, we are enabling faster, more effective progress towards widespread electric mobility across the country.

The summit served as a platform to deliberate on strategies for accelerating electric mobility in the capital, focusing on charging infrastructure, financing models, manufacturing opportunities, policy interventions, and sustainable adoption pathways. The summit witnessed participation from 170 stakeholders, including government leaders, industry experts, technology providers, financial institutions, and mobility entrepreneurs. The discussions across plenary and thematic sessions underscored Delhi’s ambition to emerge as an EV hub, fostering innovation, collaboration, and a cleaner, greener future for urban mobility.
